According to news from HTNovo Microsoft Cortana is now not responding on “Hey Cortana” voice command on Windows 10 upcoming update that means Microsoft loses the Cortana wake word. When giving Voice command to Cortana, Cortana displays a message stating that the word isn’t available at this moment and will come back in a future update.

It might not be a bug or an issue but it seems more likely that the Microsoft is doing something new with his voice assistant or maybe experimenting something.
Well if they are working on their voice assistant Cortana then it is good news because as we all know Cortana is far behind in terms of performance as compared to Alexa or Google Assistant or Siri. The change is visible in the Cortana beta app version 2.2004.22762.0 running on Windows 10 2004 final build.
